As Thor Heyerdahl researchers point-out, many still consider the World's Oceans a "bottomless pit", where any garbage can be disposed off. Unfortunately, polluting the oceans is more economical than providing appropriate reception facilities for oily wastes.

Since the costs of creating appropriate reception facilities, and their commercial use, is considerable, most tank cleaning operations take place during the ballast stage of the tanker's voyage, so the waste is discharged before a port is reached.

Until now, there has been no "one ultimate method" available to solve discharge problems in an environmentally friendly fashion, therefore, ship owner companies are obliged to separate sufficient funds from their annual budget to:
